Default A idea to address our Habitat & Recreational Opportunities.





We are all familiar with PR funds and how they are collected and in turn allocated to states who put up matching revenues.

However this tax if I read correctly was 11% on Guns and Ammo and other things.

What do you guys think about a 3% increase to that with the 3% increase going for the Specific use and application of Acquisition, Restoration, Enhancement of Iowa habitat and 1% of those resources to boost Iowa's IHAP program?


Would like to see the list that is presently taxed under PR fund operations. I do believe there is room to expand the list of items.

What say you folks?

They are not spending the money collected now correctly so why increase it. They we got is being leased out for cropping. They need to be required to MANAGE correctly what we have now. Plus we need to go back to the set aside program to drive up prices.

I am not in favor in increased taxes. The government wastes most of it anyway.

Howard do you have evidence to suggest what you say to be true or is that a personal observation?

I have requested the information on Iowas annual allocation of PR funds and the list of projects associated with that allocation.

I am trying to get the info. However when I talk about this, I use EAR-MARK as the key.
What I did learn a little about in an article is that interest gained by the PR fund goes into NAWCA which we have been purposely kicked out of as a duck production state or a portion of the duck factory. Now the interest gained on Iowa dollars should not go into the hands of another who has purposely developed a narrative and then developed the science to fit that narrative.


But I am curious as to what proof you have that indicates IOWA IDNR IS NOT USING THE MONEY AS THEY SHOULD?

GENERALLY i WOULD AGREE WITH YOU ON THE TAX ISSUES but this specific form of tax is a little different. Yet but still a tax. However the amount of revenue gained by this tax in Iowa is a lot but based on the so called lic sales etc we obtain just a small portion of that said tax.

I am making an assumption there.

I will try to find out how much in PR tax Iowa raises annually and how much of that tax comes back to Iowa annually.

If I recall correctly PR funds are distributed based on an equation involving hunting lic sold per capita.

yes along with fishing lic. I dont know all the specifics yet on how much and what we generate for the so called match portion but it will be interesting to see how much they are and to what it is spent on in Iowa for that matter.

I did learn that a portion of our revenues that are not used is invested in interest bearing treasuries and that the interest then is placed into support NAWCA which on the average is about 11 million dollars in total. This isnt just Iowa but a host of others who do the same who boost the 11 million dollar annual NAWCA budget. Found that to be interesting.

Does PR take fishing lic sold into account as well? I thought Dingell Johnson handled that side?? Its been a few years though since ive read up on this stuff so i may have forgot something

You are correct but both lic fee are applied. Both forms of said taxes go to support PR operations.
