Real simple. The answer is two fold: Local control and Bill Stowe.
Right now, the local municipalities have next to no say in the process. The suburbs have no say in how DMWW is run. So, they are forced to pay for whatever an unelected board of directors that they had no say in does. Example: the wasteful litigation that Bill Stowe has taken against the farmers of Central Iowa.
Which leads to the bigger point, Bill Stowe. He is the poster child for why public officials are elected. Someone has told that assclown that he is more important and powerful than he is. He has overstepped the bounds of his office tenfold, and there is nothing the suburbs can do about because he is appointed by a board full of his lackeys.
So what about all Fert that's spread on the yards in town and chemicals?
