Post I will be calling for an Emergency Rule Action this week





Just to let you guys know, I will request that the IDNR call for an Emergency Rule as it pertains to the upcoming 2017 goose season and bag limits. The emergency rule will require the IDNR to evaluate potential harvest of our resident goose populations if SF 144 passes. This evaluation would allow the IDNR to establish Restrictive measures such as Reduced season structure on geese or reduced bag limit on geese in the event that SF144 PASSES.


Just letting you all know what gives as I move to get Iowa Goose hunters to step up and protect their opportunities from the damage SF144 would cause.

Let me start by saying they should respond to their constituents. We are their bosses, and especially at a local level, they should try to make time to it.

With that being said, Iowa Legislators are hardly overpaid. Those guys make something like 22,000/ year for 4-6 months work. Do you know what their average day is like? most spend 14-16 hrs traveling/working during the session.

Now, don't get me wrong, they chose the lifestyle. However, if you count the money most of them lose by setting aside their businesses and full time careers... and the crap those local legis take from their friends/neighbors who they can never please... I would call them far from overpaid.

Sure were not the figures I just read in the Des Moines Reg in the opinion section, plus they have not been paying for their insurance as they were.
Sorry but those figures you have are less then 1/2 what I read

Those numbers probably included the benefits package. The current structure encourages wealthy and/or retired folks to be lawmakers while leaving the working class out (for the most part). Unfortunate.

Without derailing Bill's thread further, I would just say this. The point of the system is for citizen legislator's, not a full time job. As you can tell by this conversation, you could never make anyone happy. PB wants them paid more, DD thinks they are overpaid... not sure there is a system where everyone would be satisfied.

I'm not sure paying more is the answer - but it is awfully difficult to be a citizen legislator if you are not wealthy, retired or live in the Des Moines area. Most working folks can't take months off of work to stay in DM.

From SF 144:
This bill provides that the natural resource commission shall not restrict or prohibit hunting on specific private property generally or for the hunting of a particular wild animal,so long as the hunter is otherwise qualified to hunt in this state, purchases a valid hunting license that includes the wildlife habitat fee and a valid hunting license for the type of wild animal being hunted, if applicable, and adheres to all municipal, county, state, and federal regulations applicable to the hunting and to the type of wild animal being hunted.

The bolded language makes me ask why you need an emergency rule? Thanks

And with it saying private property, would this just be opening up fields around public hunting areas closed to goose hunting? So the refuges that are water would not be impacted?

It is clear mark what the intent is of the Bill. What would be the point of an emergency rule you ask?

Simple. Going into this years NOIA action the IDNR had no idea that this bill would come into play. It was after the fact. So this years regulations are based on last years circumstances but with this Bill coming into play it changes everything. In order to explain SF144 and what it means as far as future management of our goose seasons, goose hunters Need to see, based on the data the IDNR has how SF144 if passed would Ultimately affect future season structures and bag limits. If SF144 is passed the IDNR emergency rule would be implemented so that hunters have some options as far as length of season, bag limits. Hunters need to know what options they would be given in the event SF144 passes. If it passes and we take no precautionary measures and let it go until next year, Goose hunters won't have much of an option other than watch their goose season as they know it go UP IN SMOKE..

Last and not least. The IDNR makes recommendations to the NRC, if the NRC cannot approve of closed goose zones that about sums up the whole point of an emergency rule. Period. All that Bold text you put up doesn't mean jack, as long as the NRC cannot rule on the closed goose zone descriptions put forward by the IDNR in its recommendations. Game Over and the Iowa Goose season and bag limits go right down the shitter faster than the Titanic clipping an iceberg.
